Portfolio, Programme and Project Offices or P3O® for short provides a universally applicable guidance for establishing, developing and maintaining appropriate business support structures. A P3O model provides the structure, governance, functions and services required for defining a balanced portfolio of change and ensuring consistent delivery of programmes and projects across an organization or department. It could successfully take many forms, all of which are explored with the P3O guidance - from a single all-encompassing physical office to a complex model made up of a permanent Portfolio Office supported by permanent hubs and temporary Programme/Project Offices.

P3O can be said to be the last piece in the jigsaw and fills the gap where PRINCE2 and MSP refer or imply the use of project and programme offices but do not cover it in any detail.

The guidance brings together a set of principles, processes and techniques to facilitate effective portfolio, programme and project management by proposing proven structures, roles and responsibilities.

P3O draws on real-life experiences from both the public and private sector organisations to produce guidance that will help senior management make informed decisions on strategic alignment, prioritisation, risk management, optimising resources to deliver business objectives successfully.
